親愛なる同僚の皆様へ
どうか，添付のUNESCO事務局長・松浦晃一郎氏に宛てたアピールを御覧頂きま
すようにお願いいたします．これは日本科学者会議の私どもの同僚たちから送
られた文書です．世界科学者連盟は，彼らの行動を，また，また日本の科学者
たちの行動を支持します．
1999年9月に開催された世界科学者連盟の第66回会議はすでに，10年以内に全
て民営化する見通しを持って，日本の99の国立大学の運営のための独立行政法
人を創設するという問題に関して討議をしました．会議は，大学の管理に関す
る諸問題は各国によってそれぞれ異なるものであると結論付けていました．世
界科学者連盟がよりグローバルな見解を持つことは時期尚早であろうと思われ
ました．
然し今日，日本政府の計画と，世界の知的財産をめぐって私的な既得権益によっ
てなされる激しい戦いとの間にある結びつきを，もはや過小評価することは出
来ません．戦いの究極的な目標は科学的，技術的知識の使用についての支配権
を握ることです．この影響はすでに2001年11月のユネスコ第31回総会にも伝わっ
てきていましたし，総会が情報分野においてある積極的な決定をすることを妨
げました．
これらの諸計画に対する日本の科学者の共同体による反対運動は支持されるべ
きですし，また，広く世界の科学者に知らされるべきであります．敬具

Dear Colleagues,
Please find as attachment, the text of the appeal sent to the Director
General of UNESCO, Mr MATSUURA, by our colleagues from the Japan
Scientists'Association. The WFSW supports their action and that of
Japanese scientists.
The 66th session of the WFSW, held in September 1999, already
discussed this issue of the creation of independent agencies for the
management of the 99 state-run universities, with a view to their
total privatisation within 10 years. The meeting had clearly shown
that problems related to university management were different from one
country to the next. It had seemed premature then for the WFSW to take
a more global stand.
However, today, we can no longer underestimate the existing link
between Japanese government plans and the fierce battle raged by some
private vested interests on issues of concern for intellectual
property world-wide. The ultimate objective is to gain control over
the use of scientific and technological knowledge. This was also heard
at the 31st session of UNESCO's General Conference in November 2001,
and it prevented the latter from adopting some positive decisions in
the field of information.
Opposition by the Japanese scientific community to these plans should
be supported and made known to the scientific community as a whole.
